This is a February 2003 photo of Cochrane Yard's designated snowfighter (otherwise known as a blower, or a switchbroom) operated by the Yard's Section Crew clearing paths through  Cochrane's Coach Yard. You'll notice that this particular snowfighter doesn't have the plow attachment however it does have the wing extensions and the snowblower.
